Obituary: Philip E. 'Phil' Higgins, 70

He was an East Greenwich Fire District commissioner until Governor Chafee signed legislation abolishing the district earlier this week.


Philip E. “Phil” Higgins, 70, of East Greenwich, passed away peaceful on Saturday, June 8. He was the beloved husband of Gloria A. (Vozura) Higgins for 44 years. Born in Providence, RI, he was the son of the late Philip & Margaret (Campbell) Higgins.

Mr. Higgins retired from Naval Undersea Warfare Center, Newport, as Program Manager of UUV and Mobile Target. He served as a teacher, mathematics department head, and athletic director at Scituate High School.

He served as a Commissioner of East Greenwich Fire District and was the former chairman of the Harrisville Fire District. He was a trustee for AUVSI, and had served as Chairman of Burriliville Planning Board and the Burriliville School Building Committee. He graduated from LaSalle Academy and Rhode Island College and was a member the Knight of Columbus.

Besides his wife he leaves two daughters, Kelly Nascimento and her husband Jair, and Tracy Higgins of Providence, two grandchildren Hailey & Jadir Nascimento, a brother Robert J. Higgins, of Tequesta, Fla., and was the brother of late Kevin M. Higgins. Funeral Thursday at 9 a.m. from the Hill Funeral Home, 822 Main St., East Greenwich with a Mass of Christian Burial at 10 a.m.am in St. Francis de Sales Church, School St., North Kingstown. Burial will be in Gate of Heaven Cemetery, East Providence.

Calling hours at Hill are Wednesday from 4 to 7:30 p.m. In lieu of flowers, memorial contributions in his name to New Bedford Rehabilitation Hospital, Pulmonary A Unit, 4499 Acushnet Ave., New Bedford, Mass. 02745 are appreciated.
