Narragansett Police Log: April 8 and 9, 2011

Argument Over Blocked Driveway Leads to Arrest on Warrant, Public Urination

The fallout from police responding to a complaint of a verbal argument led to a pair of arrests on April 9.

According to police, they received a report of a verbal argument on Narragansett Avenue at about 6:38 p.m. Police said they responded to the street, where a 22-year-old Narragansett man said that he and a 20-year-old man had gotten into an argument because the man refused to move his car, which was blocking his driveway.

Police said they searched the area for the car, and made a traffic stop on Boston Neck Road. The driver, the 20-year-old man, was interviewed, and police did not make an arrest after determining that it was just a verbal argument.

However, a background check of the passengers revealed that Charles Vitolo, 21, of 19 Oak Ave., Narragansett, had a Fourth Division District Court bench warrant for his arrest. Police said the warrant stemmed from Vitolo not appearing at a hearing related to a URI Police arrest for obstruction. According to police, Vitolo is a URI student.

Police transported Vitolo to the station, where he was arraigned by a justice of the peace and released at 7 p.m. However, another passenger in the car was cited while Vitolo was being processed.

According to police, a dispatcher noted that a car was parked in a private section of the police lot for police personnel only. Police said the occupants of the car were waiting for Vitolo to be released.

Police said Michael Basciano, 21, of 19 Oak Ave., Narragansett, was seen on security footage of the lot leaving the car and urinating between that car and an employee’s car. The driver was told to move the car, and Basciano was cited for public urination. Police noted that Basciano was a passenger in the car when Vitolo was arrested, and that he is also a URI student.

As a note, police headquarters has a 24-hour public bathroom, which is clearly visible immediately upon entering the building. According to police, Basciano had left the building to go into the car in the parking lot, and then left the car to urinate.

URI Student Arrested for Disorderly Conduct After Throwing Beer Bottle Outside Loud Party

Jacob E. Mount, 21, of 13 Shore Drive, Narragansett, was arrested at 1:45 a.m. on April 9 on a charge of disorderly conduct.

According to police, an officer was tagging illegally parked cars on Greene Lane when he saw four men leave a house hosting a loud party. The officer told a neighbor who had complained about the noise that he was tagging the cars first, then he would deal with the party.

The officer said that while he was tagging the cars, he saw a man from the group, later identified as Mount, throw a beer bottle and hit a car. At that point, the man placed Mount under arrest for disorderly conduct.

The car struck was the neighbor’s car who had originally complained. He told police that he would check for damage in the morning.

According to police, the party at 25 Greene Lane had about 60 to 80 people at it. About eight citations were issued for illegal parking, and police said traffic on the road was impeded by an extra 15 to 20 cars and heavy foot traffic.

Police said the backyard was littered with empty 30-packs of beer, empty cans and empty Solo cups, and the street had broken glass in it from Mount and others throwing beer bottles.

The tenants were identified as URI students Glenn Chamberlain Graeve, Paul J. Pellegrino and Lucas S. Trebisacci, 22, and Bennett C. Luzzi, 23. The property is managed by Anne O’Brien Realty, according to police.

Party With 200 to 250 Guests Takes an Hour to Clear

At about 12:45 a.m. on April 9, police received a report of a loud party at 39 Abalone Road.

According to police, about 200 to 250 people were at the home when they arrived, with a large gathering yelling from the front porch. Police said the people on the porch could be heard from several streets over, and there was extensive littering in the yard and several surrounding yards.

Police said that public streets were not blocked because about 30 to 40 vehicles were illegally parked at the DEM boat lot in Galilee. Police said when they arrived at the house, there were four very drunk men on the front lawn, one of whom had a laceration to his back. Police said he was later transported to South County Hospital by a friend.

According to police, only one tenant, 22-year-old URI student Jacob G. Ober, was home. He told police that the other tenants had left. The property is managed by Durkin Realty.

Police said that the party took about an hour to clear because of the logjam of cars at the DEM parking lot.

Underage Alcohol Possession Violations

  • At about 11:30 p.m. on April 8, police cited Matthew R. Huff, 20, of 41 Baneberry Drive, Cranston, for possession of alcohol by a minor. According to police, Huff is a URI student. Police said they saw Huff walking in the middle of Bristol Road, in possession of eight cans of Natural Ice beer. A background check revealed that he was underage. The beer was confiscated and disposed of.
  • At about 11:37 p.m. on April 8, police cited Brandon A. Nunez, 19, of Heathman Hall at the University of Rhode Island, for possession of alcohol by a minor. According to police, an officer saw Nunez walking north on Glocester Road with an open 30-pack of Busch Light beer in his right hand and an open 12-ounce can of Pabst Blue Ribbon beer in his left hand. Police said a background check revealed that Nunez was underage. Police searched the 30-pack and found 16 cans of Busch Light, along with a bottle of Burnett citrus-flavored vodka. The alcohol was seized and disposed of.
  • At about 11:55 p.m. on April 8, police cited Joshua R. Zaffino, 19, of 35 Crest Drive, Dover, MA, for possession of alcohol by a minor. According to police, Zaffino is a URI student. Police said an officer spotted Zaffino walking in the middle of the road on Sakonnet Boulevard with a backpack that appeared to be full of bottles and cans. Police asked Zaffino what he had in the backpack, at which point he told them beer. A background check revealed that he was 19, and police confiscated 10 cans of Pabst Blue Ribbon and two bottles of Heineken. The beer was later destroyed.

Narragansett Man Arrested for Suspended License

Patrick M. Allienello, 47, of 212 Bellevue Court, Narragansett, was arrested at 1:53 a.m. on April 9 on a charge of driving with a suspended license.

According to police, an officer on patrol on Point Judith Road saw a car driven by Allienello swerve completely into the breakdown lane before correcting itself. The officer made a traffic stop to check on the driver’s condition.

According to police, Allienello told them he swerved to avoid hitting a cat. However, police said a routine background check revealed that Allienello’s license was suspended. He was arrested and transported to headquarters.

Wakefield Man Arrested for Suspended License

Matthew M. Jessop, 22, of 79 Emmett Lane, Wakefield, was arrested at 2 a.m. on April 9 on a charge of driving with a suspended license.

According to police, an officer on patrol saw a car driven by Jessop traveling north on Boston Neck Road with a defective side taillight. During the ensuing traffic stop, a background check revealed that Jessop’s license was suspended, and he was cited for the violation. A 20-year-old North Providence woman with an active license was allowed to drive the car from the scene.
