South Kingstown 2017 Halloween Sex Offender Safety Map
South Kingstown has six high-level sex offenders. Find out where they are before you go out to trick-or-treat.

SOUTH KINGSTOWN, RI—Before the kids go out trick or treating on Halloween, it is a good time to take inventory of who is living in your neighborhood. According to the Rhode Island Sex Offender Listings, six high-level sex offenders live in South Kingstown. The names, addresses, and convictions of Level 2 and Level 3 offenders are posted online by the state.
Level 3 registered sex offenders are considered "high risk" to repeat a sex crime. Level 2 offenders pose a “moderate” risk to re-offend.
The identities of Level 1 offenders are not publicized online.

South Kingstown has four Level 2 offenders and two Level 3 offenders. The offenders are not wanted by police—and it’s illegal to use the following information to commit a crime or engage in any discrimination or harassment against an offender.

Level 3 Offenders:
- Richard Roth, 70, of 128 Pond St. He was convicted of first degree and second degree child molestation. The victims were 7-, 8- and 10-year-old boys whom he knew.
Level 2 Offenders:
- Andrew Potter, 39, of 128 Pond St. He was convicted of second degree child molestation. The victims were 4-, and 7-year-old girls whom he knew.
