South Kingstown 2017 Halloween Sex Offender Safety Map

SOUTH KINGSTOWN, RI—Before the kids go out trick or treating on Halloween, it is a good time to take inventory of who is living in your neighborhood. According to the Rhode Island Sex Offender Listings, six high-level sex offenders live in South Kingstown. The names, addresses, and convictions of Level 2 and Level 3 offenders are posted online by the state.

Level 3 registered sex offenders are considered "high risk" to repeat a sex crime. Level 2 offenders pose a “moderate” risk to re-offend.

The identities of Level 1 offenders are not publicized online.

South Kingstown has four Level 2 offenders and two Level 3 offenders. The offenders are not wanted by police—and it’s illegal to use the following information to commit a crime or engage in any discrimination or harassment against an offender.

More specific information on the sex offenders is on the map at the bottom of the page. Two live at the same address. which is identified on the map with a yellow pin. Their information is broken out below.

Level 3 Offenders:

• Richard Roth, 70, of 128 Pond St. He was convicted of first degree and second degree child molestation. The victims were 7-, 8- and 10-year-old boys whom he knew.

Level 2 Offenders:

• Andrew Potter, 39, of 128 Pond St. He was convicted of second degree child molestation. The victims were 4-, and 7-year-old girls whom he knew.
