RICHMOND COMPREHENSIVE COMMUNITY PLAN

 

Pursuant to R.I. General Laws Title 45, Chapter 22.2, the Richmond Town Council will conduct a public hearing on amendments to the Richmond Comprehensive Community Plan. The amendments to be considered update the Plan adopted by the Town council in March 2021. 

Pursuant to the Governor's Executive Order # 22-01, the public hearing will take place during a meeting remotely broadcast on Zoom on Tuesday, February 15, 2022 at 6:00 P.M. The electronic link to the meeting is https://us02web.zoom.us/j/89048811605. The link also is available in the open meetings database on the R.I. Secretary of State's website and on the Town of Richmond website, http://www.richmondri.com.  

The amendments to the Plan adopted on March 16, 2021 include:

  • In the Introduction and the Housing Element, population updates based on 2020 U.S. Census data.
  • In the Open Space and Recreation element, text concerning operation of the Richmond Rural Preservation Land Trust and its most recent land acquisitions, and information about Recreation programs. 
  • In the Natural and Cultural Resources element, text explaining conservation opportunity areas and DEM's Wildlife Action Plan; text describing the town's policy concerning residential development design; and text concerning the Aquifer Protection Overlay District.
  • In the Economic Development element, text describing the Richmond Community Marketplace, the Richmond Farmers' Market, and permitted accessory farm uses intended to assist the economic viability of agricultural operations.
  • In the Public Services and Facilities element, updated information about operation of the town’s transfer station, data on water consumption, and a description of the town's natural hazard mitigation plan.
  • In the Land Use element, information on siting of commercial solar energy systems and clarification of the location of the urban services boundary. 

All interested persons will be given an opportunity to be heard on the proposed amendments to the Comprehensive Community Plan at the public hearing. The proposed amendments may be altered or amended during the public hearing, without further advertising, as a result of further study or because of the views expressed at the public hearing. Any such alteration or amendment will be presented for comment during the public hearing. 

Interested parties may review a copy of the proposed amendments to the Comprehensive Community Plan by contacting the Town Clerk's Office by telephone at 401-539-9000, ext. 9, between 9:00 A.M. and 4:00 P.M., Monday through Friday, except legal holidays, or by email to townclerk@richmondri.com. A draft of the amended Comprehensive Community may also be viewed on the Town's website at http://www.richmondri.com. 

People who will require readers, interpreters, captions, or any other accommodation to participate in the public hearing should call the Town Clerk’s Office at least three business days before the meeting at (401) 539-9000, ext. 9.
