Here are the top three stories today in Charleston:

  1. Charleston County officials held a ribbon-cutting ceremony at the new Social Services Building in North Charleston on Friday. The new location at 3685 Rivers Avenue is a state-of-the-art 16-acre campus that provides plenty of parking and transportation options.   2. The North Charleston Police Department has arrested and charged a man for a September shooting. Reginald Glenn Foster, Jr. was arrested on Wednesday and booked into the Al Cannon Detention Center. He is facing charges of attempted murder and possession of a weapon during a violent crime.   3. The 51st Annual Charleston Scottish Games is scheduled for Nov. 5. The popular event will be held at Riverfront Park in North Charleston from 9:00 a.m. to 5:00 p.m. This year's Games will include Pipe Bands, Scotch Tasting, athletic competitions, and live music. Event gates will open at 8:00 a.m. (Holy City Sinner)
