DC Rapper Noah Settles Turns Himself In After Tysons Mall Shooting

A D.C. rapper wanted in connection with a shooting at Tysons Corner Center​ last Saturday turned himself into police on Wednesday.

TYSONS, VA — A D.C. rapper wanted in connection with a shooting at Tysons Corner Center Saturday turned himself into police on Wednesday, according to the Fairfax County Police Department.

Noah Settles, 22, was sought on charges of attempted malicious wounding, discharging a weapon into an occupied building and use of a firearm in commission of a felony, police said.

"Noah Settles, at the age of 22 very sadly, is no stranger to law enforcement in Washington, D.C. He's no stranger to law enforcement in Prince George’s County, Maryland, and now he is no stranger to the Fairfax County Police Department," Fairfax County police Chief Kevin Davis said at a news conference Thursday morning.

"He recklessly discharged a firearm on the second floor of Tysons," Davis told reporters. "It was a crowded, beautiful Saturday afternoon. A lot of folks were there shopping in anticipation of Father's Day."

Settles is being held in the Fairfax County jail on no bond.

Settles is a rapper known as "No Savage" based out of D.C. and has a verified Spotify account with more than 148,400 monthly listeners. He has more than 30,000 followers on his Instagram account. In a December 2020 article in The Washington Post, "No Savage" was listed as one of "5 local hip-hop and R&B artists to keep an eye on in 2021."

Last Saturday, panicked shoppers fled the mall after shots were fired inside. Surveillance footage reviewed by police showed two groups of people getting into a pushing and shoving match around 2:45 p.m. on the second floor of Tysons Corner Center.

The footage that showed Settles holding a gun "clearly depicts what happened that day," Davis said at the news conference.

The people who fought before Settles fired the shots were believed to be members of the 37th Street Crew and the Simple City Crew, both from Southeast D.C., Davis said.

Settles, who is affiliated with the 37th Street Crew, displayed a firearm during the initial scuffle but did not fire any shots, police said. A few minutes later, also on the second floor of the mall, Settles took out his gun again and fire three shots in the crowded mall, according to Davis.

Shell casings were found near where Settles fired his gun, police said. Three strike marks were located in the mall. No one was hit or injured by the gunshots.

Three people suffered minor injuries as they fled Tysons Corner Center after the shooting, according to police.

Police have not found the gun used in the incident. "We’d sure like to recover it,” Davis said.

The members of the 37th Street Crew were wearing all black, and the members of the Simple City Crew were wearing all white, police said. There were four to five people in each group.

Davis said there was a gap of several minutes between when Settles initially showed his gun and when he later fired several rounds. It will be a “heck of an uphill battle” for Settles to claim self-defense in the shooting, he said.

Settles was later seen fleeing the mall in a black Cadillac with D.C. tags, according to Davis.

When officers looked at the video footage provided by Tysons Corner Center, police recognized Settles, police said.

Davis said additional criminal charges may be brought against the people who were with Settles at the time of the shooting.
