3 Suspects Stole $190K In Ulta Luxury Fragrances: Fairfax Police
Three suspects smashed glass cases to steal more than $190,000 in luxury fragrances from Ulta stores in the DMV, Fairfax Police said.

FAIRFAX, VA — Armed with hammers to break into glass display cases at Ulta stores across the DMV, three suspects face multiple felony charges for stealing more than $190,000 in luxury fragrances in recent months, police said Friday.
Since last August, the suspects have stolen fragrances from Ulta Beauty stores in Fairfax County, the City of Fairfax, and Prince William County in Virginia, as well as stores in Anne Arundel and Montgomery counties in Maryland, according to Fairfax County Police.
The suspects were arrested Monday at Annapolis Harbour Center, with more charges expected — and the total value of items stolen to increase — as police continue to investigate.

“These criminals come in with masks, with gloves, armed with heavy-duty hammers and smash out these display cases before they take what they intended to take and make off,” FCPD Chief Kevin Davis said at a news conference Friday. “A lot of people are victimized by these types of crimes. It's not a property crime, it's not a victimless crime.”
On Monday, Fairfax County detectives and the Real Time Crimes Center used license plate technology to identify stolen vehicles used by the suspects. Authorities notified Anne Arundel County Police that those vehicles had been detected leaving Fairfax County and entering Maryland.

Capt. Scott Macallair of Anne Arundel County said his department has tracked the suspects since August. Acting on the tip from Fairfax County Police, Anne Arundel County officers were able to arrest three suspects outside Annapolis Harbour Center on Monday.
“I'm proud to say that the members of the Southern District, Platoon Team Three, were able to respond to Annapolis Mall,” Macallair said. “As part of a coordinated effort, they located the vehicle, with the assistance of our air assets and our canine teams. They encountered the three suspects returning to their car, surprised them, and took them into custody without any incident.”
When the suspects were arrested, police recovered an estimated $105,000 in merchandise stolen from the Annapolis Harbour Center Ulta store, Macallair said.

Police identified the suspects as 21-year-old Damari Cousar and 28-year-old Rasaan Washington, who are both from Washington, D.C. The third suspect was identified as a 17-year-old boy.
Cousar was charged with armed robbery in connection to an incident in Montgomery County, Maryland. He was also charged with grand larceny in Prince William County and grand larceny with intent to sell, and conspiracy to commit larceny in Fairfax County. He is being held without bond at the Anne Arundel County - Jennifer Road Detention Center.
Washington was charged by Montgomery County Police with felony destruction, grand larceny, conspiracy to commit larceny and was served with several outstanding warrants for failure to appear. He is also being held without bond at the Anne Arundel County - Jennifer Road Detention Center. Additional charges are pending, according to police.
The 17-year-old suspect was charged with rogue and vagabond, unlawful taking of a motor vehicle, and unlawful removal of a motor vehicle in Anne Arundel County, according to police.
During the news conference, FCPD Chief Kevin Davis praised the coordinated efforts by members of his department, as well as law enforcement agencies from Prince William County, and Anne Arundel County, and Montgomery County.
“We've collectively done our jobs, and now we're going to rely on the rest of the criminal justice system to do their jobs and prosecute these defendants to the greatest extent of the law,” he said.
