Manassas Local Candidates Set For November 2025 General Election

Republicans and Democrats have filed to run in two local races and a legislator race in the City of Manassas.

MANASSAS, VA — Republicans and Democrats will be vying for two Manassas offices up for election in November, along with the House of Delegates race.

Both parties have announced their candidates for the 2025 general election on Nov. 4. While last year featured elections for mayor, three Manassas City Council seats and four Manassas City School, the only two city races in 2025 are commissioner of the revenue and treasurer. Early voting will begin on Sept. 19. Voters will also cast ballots in state races for House of Delegates District 20, Virginia governor, lieutenant governor and attorney general.

The commissioner of the revenue is responsible for administering taxes set by local and state law. Candidates are incumbent Democrat Tim Demeria and Republican Deon Shamberger.

Demeria, who has been commissioner of the revenue since January 2022, is running for a new term. According to the Manassas and Manassas Park Cities Democratic Committee, Demeria's achievements in office have included receiving the master commissioner certificate refining the budget process with the city council and city manager, and working to expand deputies to achieve master deputy certificates.

The Republican challenger is Shamberger. According to the Manassas Republican Party, Shamberger has experience in tax assessments, including managing car tax assessments. A small business owner and licensed insurance agent, Shamberger has worked in business-to-business sales and customer service.

The treasurer oversees the city's finances and is responsible for collecting payments of taxes, fees and utility bills. Candidates in the 2025 election are incumbent Democrat Patricia Richie-Folks and Republican Nate Fritzen.

Richie-Folks was first elected in a 2016 special election and won re-election two times in 2017 and 2021. According to the Manassas and Manassas Park Cities Democratic Committee, her accomplishments in office have been improving financial efficiency, maintaining a 98 percent tax collection rate, and taxpayer services and maintaining transparency.

Fritzen, an Osbourn High School graduate and longtime Manassas resident, is the Republican challenger. He currently works in a food service supervisory position. According to the Manassas Republican Party, his experience in tracking inventory, balancing daily sales, and maintaining operations are skills that can translate to the treasurer role.

All Virginia House of Delegates seats are up for election in November. All areas of Virginia will vote in the statewide races for Virginia governor, lieutenant governor and attorney general. Republican Gov. Glenn Youngkin is not running, as Virginia governors cannot serve consecutive terms.

The district representing Manassas, Manassas Park and part of Prince William County is House of Delegates District 20. Del. Michelle Lopes Maldonado (D-Manassas) is running for re-election against Republican challenger Christopher Stone.

Maldonado, a longtime Manassas area resident, was elected in 2021, becoming the first woman and person of color to serve in the then-50th House District (now 20th House District after redistricting). She founded and chairs the bipartisan, Virginia Technology and Innovation Caucus and serves on other Virginia House committees. Maldonado formerly worked as a corporate and tech attorney and business leader. According to the Democratic Party, Maldonado is a "hardworking, action-oriented, and collaborative legislator."

Stone, a retired Air Force veteran, has served in senior advisory roles at the Pentagon, National Guard Bureau, and Air Force. He also has experience as a presidential appointee, U.S. senator staffer, former professor and vice president in the private sector. According to the Manassas Republican Party, "his deep understanding of Virginia’s economic and defense sectors positions him to craft policies that empower families and businesses across the Commonwealth."

Manassas voters will also vote in the gubernatorial, lieutenant governor and attorney general elections. Candidates are Democrat Abigail Spanberger and Republican Lt. Governor Winsome Earle-Sears for governor, Democratic state Sen. Ghazala Hashmi and Republican Jon Reid for lieutenant governor, and Democratic former Del. Jay Jones and incumbent Republican Attorney General Jason Miyares for attorney general.
