VA House 21st Seat 2025 Election: Thomas Projected To Win Competitive Race

PRINCE WILLIAM COUNTY, VA — Democratic Del. Joshua Thomas is the projected winner against Republican challenger Gregory Gorham in the competitive 21st House District race in Prince William County, according to unofficial results.

With all 17 precincts reporting, Thomas leads with 58.18 percent of votes against Gorham's 41.66 percent, the Virginia Department of Elections vote tallies indicated. Results are unofficial until certified by the State Board of Elections.

In the 21st District, Democratic Del. Thomas sought re-election against Republican challenger Gorham. The Virginia Public Access Project labeled the district as competitive. It includes parts of western Prince William County.

Thomas, a veteran and attorney, was elected as delegate in 2023. His campaign outlined priorities like increasing affordable housing, fully funding schools and fairly paying teachers, supporting reproductive rights, improving affordable health care access, supporting clean energy, seeking accountability for transportation improvement projects, seeking gun control measures, and supporting economic growth and affordability.

Gorham a veteran and previous IT worker, voiced support for controlling data center sprawl, preserving sites like the Manassas National Battlefield, repealing local car and meals taxes, and approving stricter voter measures, according to Prince William Reporter.

Data centers are a key issue in the 21st district, where some of Prince William County's data center expansion has occurred. Thomas introduced a bill seeking assessments on the impacts of high-energy use facilities like data centers. That bill was vetoed by Gov. Glenn Youngkin, and the governor's recommended amendment on giving localities more flexibility was not adopted.

Gorham has criticized Thomas for not accepting the bill amendment, the Prince William Reporter said.

All 100 House of Delegates seats were up for grabs in Tuesday's election. The Virginia House and Senate are both Democrat-controlled, while outgoing Gov. Glenn Youngkin is Republican. The new election will determine what parties will earn control of the Virginia House and governorship.

Other items on the ballot for Prince William County voters were governor, lieutenant governor and attorney general and other Virginia House of Delegates races. The Town of Occoquan had a special election for a Town Council seat, and Gainesville District voters voted in a special election for Gainesville District supervisor after the death of Supervisor Bob Weir.
