A Dale City man is accused of exposing himself to a woman inside a Prince William County government building and propositioning her for sex.  David Ernesto Rodriguez Rivas, 44, of Minnieville Road, is charged with indecent exposure and solicitation.  The 43-year-old woman reported on Wednesday at 10:51 a.m. that the unknown man had approached her when she was inside the Ferlazzo Government building. Officers found Rodriguez Rivas standing outside the building and arrested him after an investigation.  Rivas is listed on the Virginia sex offender registry as having been convicted three times of indecent exposure. Where arrests are mentioned, it does not indicate a conviction.
