Milwaukee Man Recorded Gym Members Changing, Showering With Coffee Cup Camera

A warrant is out for a Milwaukee man's arrest after prosecutors said he recorded multiple people showering and changing in a gym.

MILWAUKEE, WI — A warrant is out for a Milwaukee man's arrest after he was caught with a hidden camera in a Brookfield gym, prosecutors said.

Peng Dong, 33, was charged with 15 counts of capturing intimate footage of other people without their consent, court records showed. Each count is a felony, and a warrant was put out for Dong's arrest Wednesday.

Prosecutors said that Dong filmed others without their knowledge and consent in the locker rooms of Wisconsin Athletic Club locations in Wauwatosa, Glendale, Milwaukee and Brookfield. Police said they counted 542 unidentified victims in video stored in electronics taken from Dong's house. Some victims were younger than age 10, prosecutors said.

Town of Brookfield police responded to a complaint on Dec. 24, 2021, when witnesses found a hidden camera inside of a coffee cup in a backpack at a gym Dong frequented, the criminal complaint said. A witness said that he saw what he thought were water droplets on the coffee cup lid, but instead found three small camera lenses.

Officers saw "a thin black and red electrical wire extended several inches" from the plastic enclosure of the coffee cup," the complaint said. The wires connected to a black plastic insert inside the cup and to three small holes in the lid.

Police found Dong there and arrested him. When they asked him if he had recorded victims with their permission, he told them, "no," the complaint said.

In the complaint, Dong "replied that he was very certain it had recorded several people while they were naked," but when police told him it was against the law, he said he didn't know he was breaking the law.
