A combination of blustery winter weather across the U.S. and the concern of Russia raising prices for crude oil, or withholding its crude altogether, was driving up prices at the pump, association officials said.

"This shows how events on the other side of the globe can have a noticeable impact right here in the U.S," AAA spokesperson Andrew Gross said. "And unfortunately for drivers, they are reminded of this by higher prices at the pump."

The highest gas prices have ever been in Wisconsin in 2011, where the average gallon cost $4.11, AAA said.
