Pleasanton To Review Proposal For 189-Home Development In East Pleasanton

PLEASANTON, CA — The Pleasanton City Council will consider the proposed terms of a Pre-Annexation and Development Agreement for the Arroyo Lago Residential Project, a 19-home development just outside city limits at 3030 Mohr Avenue.

The 26.6-acre site is located next to the Village at Ironwood neighborhood and the city’s Operations Service Center, according to a city staff report. The land, which currently sits under Alameda County jurisdiction, is currently zoned for medium-density housing. Developer 330 Land Company, LLC is seeking to annex the land into Pleasanton.

City staff agree with developers on most points of the PADA agreement, including the construction of new park and trail amenities, the creation of a special tax district to fund maintenance work, and upgrades to water and sewer infrastructure that could aid the future development of East Pleasanton.

However, city staff feel that the developer should contribute $3 million to extend El Charro Road, which would aid traffic on the east side. The developer has proposed $2.25 million.

The agreement would also allow the developer to meet affordable housing requirements by deed-restricting 48 junior ADUs on site. While this is not in keeping with city policy, staff feel it is a reasonable compromise. It aligns with the city’s sustainability objectives by avoiding further sprawl, adds permanently affordable lower-income units, and prevents the developer from needing to pay the standard affordable housing in-lieu fee of roughly $9 million.

Tuesday’s discussion will help guide the final version of the agreement which is expected to return for a vote in early 2026.

If annexed, Arroyo Lago will be one of the first major housing developments in East Pleasanton.
