Cause Of Fire That Killed Mother, Daughter, 8, In Norwich Released

Two people, a mother and daughter, perished in the fire.

NORWICH, CT — An April fire which claimed the lives of two people was caused by unattended candles, according to the Fire Marshal’s office.

Carmen Vizcaino, 44, and her daughter Skylynn Owens, 8, died in the nighttime fire at 37-39 Otis St. on April 10.

The victims lived at 37 Otis Street Apartment #2, police said. Firefighters were summoned to the scene around 1 a.m. Three Norwich firefighters received minor injuries battling the blaze.

Mark Gilot, captain in the Fire Marshal’s office, said Tuesday the fire has been determined to be accidental.

Norwich police, with assistance from the local Fire Marshal’s Office and the Connecticut State Police, participated in investigating the cause.
