According to the house of dems website, Singh, a councilman for Norwich received 20k in public funding for his art gallery.

The first conflict of interest issue we saw with Singh was with regard to the proposed transportation initiative on 82. Singh, who according to the Norwich Bulletin, owns a gas station which could benefit from the roundabouts. Nystrom stated Singh should recuse himself from the vote.
Now, we discover Singh received funds for his art gallery from City funds. This is clearly unethical, for a councilman to take city funds for his business/operation.
So what happens if we file an ethics violation. The parties involved in approving these funds are city council. The ethics committee already found Singh not unethical in participating in the roundabout initiative.
We need to ask the question: What is the City of Norwich ethics committee baseline for "ethical".
