Norwich 2023 Election Voter Guide: Candidates, Polling Places

NORWICH, CT — On Nov. 7, Norwich residents cast their votes for several key municipal positions. Contested races include City Council and Board of Education.

Voters will also weigh in on two referendum questions on spending authorization for infrastructure and a new police headquarters.

Polls in Connecticut are open 6 a.m. to 8 p.m. on Election Day. You can use the Secretary of State’s website to find your polling place. Voters who are in line by 8 p.m. will be allowed to vote.

Connecticut also allows for Election Day registration at designated centers in each town. People must be registered by 8 p.m. in order to vote using Election Day registration. To receive your absentee ballot, complete and sign an application and return it to your Town Clerk, or you can request an absentee ballot online.

City Council

For City Council, you will vote for up to six candidates. The Democratic candidates are Swarnjit Singh, Shiela Hayes, Tracey M. Burto, Mark M. Bettencourt, Robert J. Aldi, and Joseph A. DeLucia. The Republican candidates are Stacy Gould, Peitro "Rocky" Camardella, Kenneth E. Keeley Jr. and Bill Nash.

City Treasurer

Republican candidate Bob Buckley is running unopposed.

Board of Education

For Board of Education, you will vote for up to six candidates. The Democratic candidates are Gregory Perry, Carline Charmelus, Mark Kulos, Kevin Saythany, John Iovino, and Ella Myles. The Republican candidates are Chris Milton, Christine Distasio, Yamir Flores, Heather Fowler, James Paulsen, and Brandon Mansaku.

Ballot Questions

Voters will also weigh in on two ballot questions:

1) Shall the $6,000,000 appropriation and bond authorization for the planning, acquisition and construction of the City of Norwich Infrastructure Improvement Program (2023), which consist of the improvement or new construction of roads, bridges and bridge structures, sidewalks, piers and wharves, and appurtenant areas throughout the City, as may be accomplished within said appropriation, pursuant to the ordinance adopted by the City Council on June 5, 2023, be approved? (Voters will choose Yes or No.)

2) Shall the $44,750,000 appropriation and bond authorization ordinance for the planning, acquisition, and construction of the City of Norwich Police Headquarters Facility Project be approved? (Voters will choose Yes or No.)
