Why Norwich's Otis Library no longer accepts passport applications (norwichbulletin.com) — If you relied on Otis Library for passport applications, that option has ended immediately because new federal rules bar nonprofits from serving as Passport Acceptance Facilities. As one of only two locations in Norwich offering this service, the change will impact both residents’ travel plans and the library’s budget, though Otis will still provide passport photos and online access support.
   

2. Norwich apartments \u200bfor rent saw price decreases since last November (norwichbulletin.com) — Norwich renters are seeing some relief, with overall apartment listing prices down 4% from last November and a current median of $1,750, about 15% below the state median. One-bedroom rents have jumped sharply over the past month and year, while two-bedrooms have dipped since last year, giving local tenants and landlords a mixed but important snapshot of today’s market.
   

3. Norwich mayor making history as first Sikh to hold that office in Connecticut (nbcconnecticut.com) — Norwich’s new mayor, Swarnjit Singh, is making state history as Connecticut’s first Sikh mayor while outlining big plans for housing, jobs, and economic development in the city. He credits local voters’ trust, highlights Norwich’s diversity with a multilingual welcome sign at City Hall, and hopes to attract manufacturing, workforce housing, and new restaurants and shops with help from state and federal support.
   

4. Man arrested in connection to 2024 fatal car crash in Griswold (norwichbulletin.com) — A Voluntown man has been arrested following an investigation into a December 2024 fatal crash in Griswold, with the arrest warrant issued by Norwich Superior Court. State Police say phone and digital records indicate he crashed, his passenger became unresponsive, and emergency services were not called for nearly an hour, leading to multiple serious charges.
