‘Suspicious’ Messages Prompt Police Probe; Child Porn Arrest: State Police
A Norwich man is accused of possession of child pornography, according to police.

NORWICH, CT — A local man has been charged with possessing child pornography following a lengthy state police investigation, which was launched after a complaint of “suspicious” messages on a juvenile’s cell phone.
On July 17, state police arrested Daniel Lowell, 63, of Laurel Hill Avenue, on a warrant and charged him with first-degree possession of child sexual abuse material.
State police said their investigation began in February 2024 after a juvenile’s parents contacted them to report “suspicious” messages on their teen’s cell phone.

Police said they executed search warrants, including of Lowell’s electronic devices, and found child sexual abuse material, including videos and photographs.
Lowell posted $150,000 bail and is due to appear in Superior Court in New London on July 31. He is not allowed to have unsupervised contact with minors as a condition of his release, court documents show.
