South Windsor Democratic Town Committee Calls for Immediate Action to Prevent Voter Disenfranchisement

Town Manager and Town Attorney's Unilateral Interpretation of Charter Revision Effective Date Disenfranchises Voters and Overrides Election

The South Windsor Democratic Town Committee (SWTDC) today called on Town Manager Mike Maniscalco and Town Attorney Richard Carella to immediately reverse their unilateral decision to retroactively apply the charter revisions, which would disenfranchise voters, overturning the November 4 election results.

The new South Windsor Town Council will be sworn in on Monday, November 10th, 2025, at 8 pm, and will be directly and negatively impacted should this decision stand.

On November 4, 2025, South Windsor voters elected six Democrats and three Republicans to the Town Council and approved several charter revisions, including reducing the maximum number of seats a single party may hold from six to five. The morning after the election, without public discussion or Council input, the Town Manager and Town Attorney unilaterally declared that they would apply the changes retroactively.

Under this interpretation, the sixth-highest Democratic vote-getter, Harrison Amadasun (3,847 votes), would be denied his seat, and the fourth-place Republican, Rick Balboni (2,937 votes), would be seated instead, nullifying thousands of votes cast in good faith.

“Although I might be the one excluded from the Town Council, this isn’t personal; it’s about every voter who took time to cast a ballot, only to have that vote ignored,” Harrison Amadasun said. “That’s not democracy. That’s disenfranchisement and that must change.”

Voters and candidates had no notice that the charter changes would apply to the same election as they went to the polls, raising serious due process concerns.

“Our community depends on municipal professionals to act with integrity and uphold the will of the voters,” South Windsor Democratic Town Committee Chair Anitha Elango said. “In this case, both Town Manager Mike Maniscalco and Town Attorney Richard Carella must act now to ensure public trust and uphold the will of voters.”

The SWTDC has called for the Town Manager and Town Attorney immediately:

  • Acknowledge that the revisions would apply for elections moving forward, not the 2025 election, which occurred the day before the charter revisions implementation date.
  • Ensure that all six duly elected Democrats, including Harrison Amadasun, are sworn in as Town Council members
  • Issue a public explanation for how they reached their effective date determination without any documented legislative intent or public discussion.

The SWTDC stands ready to pursue all available legal remedies if town officials refuse to correct this injustice. South Windsor voters deserve to have their votes counted and their voices heard.
