Windsor Locks police said they were called to the scene of an active disagreement between two men over personal property.Investigation led to the arrest of Felix Zarzuela, 29, of New York City.He is accused of stealing $500 worth of personal items from the other person in the altercation, police said. The victim was able to get some of the items that were stolen back from the accused.Zarzuela is charged with fifth-degree larceny, police said.He was placed on a $5,000 bond and is scheduled to appear in Windsor Locks Superior Court on May 26.
