Police are searching for anyone who may have observed individuals in the area in a black vehicle. Police are unsure if the car was a two- or four-door, but it has dark windows and was occupied by at least two males.
"I can't reiterate enough, this happened at 3:45. We know that people were definitely on the street, walking on the street, driving by, on buses," Mayor Muriel Bowser said at the press conference. "You may have seen this dark colored vehicle that may have been leaving the scene at a high rate of speed."
