Video Shows Cop Chasing, Handcuffing 9-Year-Old Boy: Report
An alarming video reportedly showing a D.C. cop chasing down and then handcuffing a crying 9-year-old boy has his mother outraged.

WASHINGTON, DC -- Alarming new video appears to show a D.C. police officer chasing and handcuffing a 9-year-old boy, according to a report.
Fox 5 reports that his mother is criticizing police for putting handcuffs on her child, all for the crime of what police say was leaning against a car.
The incident apparently happened at the corner of 14th and Girard Streets in Northwest.

The boy cries in the video after the incident, and others in the vicinity react angrily to the officer's actions.
Fox 5 reports the mother was "devastated" by the encounter, and police would only say that every case is different.
