Man, 29, Took More Than 400 Upskirt Videos Over 8 Years: Geneva Police

The St. Charles man targeted women at libraries, banks, stores and government buildings in Kane, DuPage and LaSalle counties, police said.

GENEVA, IL — A St. Charles man was accused this week of taking more than 400 videos up women's skirts over the course of eight years at various public places across several counties, officials said.

Investigators uncovered the videos after they searched the phone of 29-year-old Jascent M. Harvey, who was arrested Oct. 3 and charged with one count of burglary and one count of unauthorized video recording of intimate parts, according to a news release from the Geneva Police Department.

A judicial warrant allowed investigators to forensically search the phone, and after several weeks of review, police found more than 400 unauthorized upskirt videos taken between 2017 and 2025. Locations included:

  • Retail stores, banks and office buildings in Algonquin, DeKalb, Geneva, Elgin, Naperville, South Elgin, St. Charles and Wheaton
  • Public libraries in Batavia, DeKalb, Elburn, Geneva, St. Charles, North Aurora, West Chicago, Sycamore and Wheaton
  • Government buildings in DeKalb, Elgin and Aurora

Harvey, of the 1300 block of West Main St. in St. Charles, was taken to the Kane County jail and had his first court appearance Oct. 4. The judge ordered his release, with his next court date scheduled for Dec. 17.

The investigation continues, and Geneva police are asking women who may have interacted with Harvey and believe they could be victims to email PDInvestigations@geneva.il.us.
