I am a Retired Circuit Judge with over 30 years of experience in the legal field, specifically within the State of Illinois, 16th Judicial Circuit, Kane County. During my career, I served as the Chief Judge from 2019 to 2023 and held various leadership positions, including First Assistant State’s Attorney from 2004 to 2009. My experience managing complex legal matters and overseeing court operations has equipped me with the skills necessary for effective governance and community service.

Previous or Current Elected or Appointed Office

I have held the following elected and appointed offices:

1. Chief Judge of the 16th Judicial Circuit (2019-2023) - Responsible for leading a judicial circuit serving over 550,000 residents, administering budgets, managing judges and court personnel, and ensuring the effective operation of the court system.

2. First Assistant State’s Attorney, Kane County State’s Attorney’s Office (2004-2009) - Second in command of the office, overseeing legal proceedings, managing a team of attorneys and support staff, and providing legal counsel on various matters.

3. President of the St. Charles Park District Board (2002-2004) - Led the Park District in initiatives to enhance community recreation services and public spaces, facilitating the acquisition of land for community use.

The most pressing issues facing our community are energy sustainability, infrastructure upgrades, and economic redevelopment. Here's what I intend to do about them:

Infrastructure Upgrades: Addressing the critical need for replacing lead water service lines will be a top priority. I will seek additional funding through grants while prioritizing and scheduling other necessary improvements to our water, sewer, and road systems.

Economic Redevelopment: The redevelopment of the Charlestowne Mall and the old police station site is essential for our City’s economic growth. I will work collaboratively with developers, surrounding cities, and stakeholders to craft viable and innovative plans that meet community needs and stimulate economic vitality.

Energy Sustainability: With the impending decision for renewal on the Illinois Municipal Energy Agency (IMEA) contract, I plan to lead a comprehensive evaluation of our energy options, focusing on sustainable and eco-friendly solutions. I will engage the community through forums and solicit expert advice to ensure we choose the best path for a healthy and vibrant future.

The critical differences between me and the other candidate seeking this role are:

1. Proven Track Record in Public Safety and Community Service: My decades of experience working alongside law enforcement and first responders position me to effectively address public safety concerns. Additionally, my involvement in community organizations demonstrates my commitment to enhancing the quality of life for all residents.

2. Extensive Experience in Leadership: I have over 20 years of leadership and management experience in various public sector roles, including serving two terms as Kane County Chief Judge. This background equips me with the skills to navigate complex issues and guide collaborative decision-making.

3. Focus on Community Engagement: My approach prioritizes actively listening to the community and fostering collaboration among all stakeholders. I am committed to ensuring that all voices are heard on City Council particularly when it comes to significant decisions like economic development.

If you are a challenger, in what way has the current board or officeholder failed the community (or district or constituency)?

As the challenger, I believe that good is not good enough and here are two things that I would immediately work to improve upon.

1. Failure to Hear All Alderspersons: The current leadership has not adequately brought together all ten alderspersons in the decision-making process, limiting the perspectives and voices that are heard in city council discussions. If all alderpersons are not involved in the decision-making process, then the constituents they represent are also not involved in the process and therefore they are not heard. This lack of representation compromises the council’s ability to make well-rounded decisions that reflect the needs and concerns of the entire community.

2. Lack of Transparency and Communication: The current administration has not effectively communicated ongoing projects, such as the redevelopment of the Charlestowne Mall. This has led to frustration and uncertainty among residents who feel left in the dark about important community initiatives.

Describe the other issues that define your campaign platform

My campaign platform is defined by several key issues that reflect my commitment to the community of St. Charles:

1. Public Safety: Ensuring the safety of all residents is one of my top priorities. I plan to work closely with law enforcement and first responders to tackle issues such as violent crime, drunk driving, and traffic enforcement, while also focusing on proactive community initiatives that promote safety and well-being.

2. Economic Development and Redevelopment: Revitalizing key areas, including the Charlestowne Mall and the old police station site, is crucial for enhancing our community's economic viability. I will collaborate with local businesses and stakeholders to create plans that attract investment and foster growth.

3. Energy Sustainability: I will prioritize the exploration of sustainable and eco-friendly energy sources. By engaging with experts and the community, I want to ensure we make informed decisions about energy procurement to support environmental health and economic growth.

4. Infrastructure Improvement: Addressing aging infrastructure, particularly our water and sewer systems and the replacement of lead service lines, is essential for our residents’ public health. I will seek funding opportunities and make it a top priority to tackle these critical projects effectively and efficiently.

I believe my accomplishments, alongside broad and diverse community endorsements, demonstrate my capability to effectively serve as Mayor:

1. Leadership as Chief Judge: In my role as Chief Judge of the 16th Judicial Circuit, I managed a court system that served over 550,000 residents including St. Charles. I successfully oversaw a $26.2 million budget, coordinated the work of 31 judges and more than 300 employees, and ensured the efficient operation of the judicial system during challenging periods, including the critical transition to remote court systems due to the COVID pandemic. This experience sharpened my skills in crisis management, strategic planning, and fostering collaboration.

2. Implementation of Public Safety Initiatives: As the First Assistant State’s Attorney, I collaborated closely with local law enforcement to develop and implement impactful public safety programs, including No Refusal Weekends that significantly decreased drunk driving incidents. My hands-on experience with crime prevention initiatives has provided me with valuable insights into effectively addressing public safety challenges in St. Charles.

3. Community Engagement and Development Projects: My active participation in community organizations, such as the establishment of the STC Underground teen center and the founding of the HardyStrong Foundation, underscores my commitment to youth advocacy and public service.

4. Proficient Management of Diverse Teams: Throughout my career, I have successfully led diverse teams and collaborated across various sectors. For example, as President of the St. Charles Park District Board, I played a crucial role in acquiring James O’Breen Park, valuable community land demonstrating my ability to manage complex projects that yield benefits to the community without imposing costs on taxpayers.

I have garnered support from nine former STC alderpersons, Scott Swanson, our retired Fire Department Chief, the St. Charles Police Patrolmen's Union, all seven STC Park District commissioners, two former St. Charles mayors, the former Kane County State's Attorney, and the Kane County Sheriff. Additionally, I have the backing of retired members of the St. Charles Police Department, represented by retired Deputy Chief David Kintz. This overwhelming support reflects a strong belief in my ability to lead St. Charles effectively and to serve the needs of our community.

If I win this position, my term in office would be considered a success if I accomplish the following:

1. Strengthened Public Safety Initiatives: At the present time, the City of St. Charles must hire a Chief of Police. Using 30 years in the court system as both a prosecutor and a Chief Judge, I would use my extensive experience and network within the law enforcement to hire the best police chief for our City.

2. Revitalization of Key Economic Areas: Successfully redeveloping the Charlestowne Mall property and the old police station site.

3. Completion of Infrastructure Improvements: A successful term would involve the completion of critical infrastructure projects, including the replacement of lead service lines and upgrades to our aging water and sewer systems. Ensuring safe drinking water and modern infrastructure would significantly enhance the quality of life for St. Charles’ residents.

4. Fostering Community Engagement: Establishing transparent mechanisms for ongoing community engagement, including regular town hall meetings that allow channels for feedback, would ensure that residents feel heard and valued.

What are your views on fiscal policy, government spending and the handling of taxpayer dollars in the office you are seeking?

My views on fiscal policy, government spending, and the handling of taxpayer dollars are grounded in principles of transparency, responsibility, and community benefit. As mayor, my fiscal policy would include:

1. Fiscal Responsibility: I believe it is crucial to maintain a balanced budget and ensure that city spending aligns with our community’s priorities. Each expenditure should be carefully evaluated for its necessity and impact, particularly in areas like public safety, infrastructure, and essential services.

2. Transparency and Accountability: Taxpayer dollars must be treated with the utmost respect. I advocate for transparent budgeting processes and regular public updates on financial matters. This includes open discussions about how funds are allocated, the anticipated outcomes of spending decisions, and ongoing financial health assessments.

3. Investing in Community Needs: Spending should focus on initiatives that directly benefit residents, such as infrastructure improvements, public safety, and economic development. Prioritizing investments that enhance the quality of life for all St. Charles citizens—like replacing lead pipes and supporting local businesses—is vital for sustainable growth.

4. Supporting Seniors: A critical component of my fiscal policy will include measures to ensure that seniors are not priced out of staying in St. Charles during retirement. This includes exploring affordable housing options and property tax relief programs that can help our older residents remain in the community they’ve contributed to and loved.

5. Engaging Residents in Budget Decisions: I believe in involving the community in budget discussions to ensure that resident priorities are reflected in fiscal policy. This can be achieved through public forums and surveys, allowing citizens to provide input on spending decisions that affect them.

What are your thoughts on the crime rate in your community, and what more can be done to combat crime — especially violent crime — in town?

With my extensive experience in the legal system and a history of implementing successful crime prevention initiatives, I believe we can take effective steps to combat crime in St. Charles.

1. Collaboration with Law Enforcement: My experience as an Assistant State’s Attorney has given me firsthand insight into the importance of strong partnerships with law enforcement. I will work closely with the St. Charles Police Department, advocating for resources and support that enable them to address crime effectively. Together, we can enhance community policing initiatives that build trust between officers and residents.

2. Successful Programs: I have previously implemented initiatives like No Refusal Nights, which significantly reduced incidents of driving under the influence during high-risk times, leading to safer roadways. Extending similar proactive measures to combat violent crime, we can establish community safety initiatives that focus on crime.

3. Youth Engagement Through Education: My involvement in speaking at programs like “Too Good for Drugs” has successfully provided students with the tools to resist substance abuse and make positive choices. By expanding these educational initiatives to address topics such as conflict resolution, social pressures, and drug prevention, we can empower young people to make informed decisions and reduce the likelihood of future criminal behavior.

My view of the city's approach to commercial and residential development is that it needs to be proactive, strategic, and inclusive to ensure that growth benefits all residents and aligns with the community's long-term goals. Here are key aspects of my perspective:

1. Support for Local Businesses: Encouraging local and small businesses is a priority. The city should create an environment that supports entrepreneurship and helps existing businesses thrive through incentives, grants, and resources that facilitate growth and expansion.

2. Balanced Growth: It is essential to strike a balance between commercial and residential development. A well-planned mix enhances economic vitality while providing adequate housing options for residents. This means ensuring that essential services, such as schools, parks, and transportation, keep pace with new residential and commercial projects.

3. Revitalization of Economic Areas: There are several underutilized commercial properties in St. Charles, such as the Charlestowne Mall and the old police station, that present significant opportunities for redevelopment. Revitalization of Key Commercial Areas: Residents have expressed a strong desire for the revitalization of the Charlestowne Mall and the old police station and other underutilized commercial properties like the old police station. To make this happen, we need to engage local stakeholders and potential developers to create innovative redevelopment plans that attract new businesses while considering the interests of the community.

2. Infrastructure Improvements: Upgrading our aging infrastructure, particularly in our water and sewer systems and roadways, is vital for supporting growth and ensuring public health. To achieve this, we should seek funding through state and federal grants while prioritizing essential projects in our budget.

3. Enhanced Green Spaces and Parks: There is a growing demand for more recreational areas and green spaces within our community. Expanding and improving parks, adding walking and biking trails, and creating community gardens can promote a healthy, active lifestyle. Collaborating with the St. Charles Park District to identify areas for expansion or improvement and seeking input from residents will be essential in developing these spaces.
