Officer Indicted In Teen's Death Released Without Bail

A Baltimore County Circuit Court judge has ordered the release, without bail, of an off-duty Baltimore County police officer indicted in the death of a Randallstown teen.

James Laboard, 32, on two counts of manslaughter in the June 13 death of Christopher Brown, 17, by a Baltimore County grand jury.

Deputy State's Attorney Robin Coffin told Baltimore County Circuit Court Judge Jan Marshall Alexander that investigators did not believe Laboard intended to kill Brown. She did not recommend a bail amount.

Four officers who worked with Brown testified on his behalf, calling him a calm, responsible police officer and friend who frequently helped ease tense situations on the job.

Shaun Owens, Laboard's attorney, noted his client's long-standing ties to the area including a 7-year-old daughter for whom he is responsible for and asked for no bail.

Alexander agreed to release Labroad without bail.

"It's not a matter of leniency," Alexander said. "It's a matter of what's fair and appropriate.
