Teacher, Coach Sexually Abused Minor In Baltimore County: Police

A teacher accused of sexually abusing a minor in Baltimore County was held without bond, records say. The 38-year-old also coaches soccer.

RANDALLSTOWN, MD — The Baltimore Sun said a Baltimore County Public Schools teacher accused of sexually abusing a minor was released Monday on detention at a relative's home. He is not allowed to stay in his own home, The Sun reported, noting that District Court Judge Leo Ryan Jr. worried for the safety of the teacher's own children.

Officers identified the suspect as 38-year-old Carlos Arroyo of Randallstown High School.

Arroyo is a social studies teacher and the boys' varsity soccer coach. BCPS hired him in 2022, and he has been at Randallstown High since that August.

Arroyo was "placed on administrative leave and will have no further access to the school or soccer team," a letter to the high school community said.

"BCPS is fully cooperating with law enforcement on this matter," Randallstown High Principal Michael Jones said in the letter. "These charges are deeply troubling. We hold our employees to a high standard of character and this behavior is completely unacceptable."

Arroyo's case file says he was charged with:

  • Sexual abuse of a minor (Felony)
  • Third-degree sex offense (Felony)
  • Fourth-degree sex offense by a person in a position of authority (Misdemeanor)
  • Second-degree assault (Misdemeanor)

The records allege that the offense happened on April 29.

"The Department was notified of this sexual assault at the end of April," the Baltimore County Police Department said in a Sunday press release. "Over the next several weeks, detectives conducted interviews and gathered evidence, which ultimately led to Arroyo's arrest on Friday."

Arroyo has a preliminary hearing on July 19.
