Woman's Death In Head-On Crash Leads To Manslaughter Charge
A Silver Spring woman's death when her SUV was hit head-on by a driver police said was distracted has resulted in a manslaughter charge.
SILVER SPRING, MD — A Kensington man has been indicted by a Montgomery County grand jury on charges stemming from a head-on crash that killed a Silver Spring woman, authorities said.
Kelvy Jose Jr., 22, was arrested by Montgomery County Police on March 15 on a warrant charging him with criminally negligent manslaughter by vehicle.
On Oct. 12, 2022, at about 9:12 a.m., police and Fire Rescue were called to the intersection of Randolph Road and Hammonton Place in Silver Spring for a crash involving a 2007 Chevrolet Silverado driven by Jose and a 2006 Honda CRV driven by Ambar Aida Rivera Membreno, 29, of Silver Spring.

According to a police news release, the Silverado driven by Jose crossed into eastbound traffic and struck Rivera Membreno's SUV head-on. She was pronounced dead at the scene.
Detectives said Jose was driving with an expired learner’s permit and was distracted at the time of the crash.

Jose is being held at the Montgomery County Central Processing Unit pending a bond review, police said.
