Worcester Cable Renewal A Chance For Better Community Media Access

Focus groups this week in Worcester will probe what residents want from community media access through a new license with Spectrum.

WORCESTER, MA — Worcester is in the midst of renegotiating its contract with cable and internet provider Spectrum, and four focus groups this week will collect ideas from the public on what the city should get out of the new deal.

Cable companies like Spectrum use public infrastructure to deliver cable TV, phone and internet service, and so they have to strike deals with municipalities to use those rights of way, per federal regulations. Those contracts, called cable franchise agreements, provide funding for local PEG (public, education and government) programming.

Worcester's WCCA TV (channel 194) receives its funding through PEG fees, providing air time for locals, plus a community media center with tools to make television programming. WCCA airs a range of locally produced shows, from former city councilor Gary Rosen's talk show to a cooking show hosted by Mary Pauplis. PEG fees also allow Worcester to broadcast public meetings like city council and school committee.

This week's focus groups will solicit ideas about how franchise fees can improve local media access. The events will also feature refreshments and a contest to win a Target gift card.

"Your input will help identify future communications needs of the community and determine the support for local community media programming and technology, as well as the types of services that Charter-Spectrum should provide in the future to Worcester residents, schools, local government, and community organizations," Director of Cable Services Judith Warren said.

  • Tuesday, Worcester Senior Center, 128 Providence St. — 3 to 4:30 p.m. and 6:30 to 8 p.m.
  • Wednesday, City Hall, 455 Main St., Levi Lincoln Room — 10:30 a.m. to noon
  • Wednesday, Worcester Public Library 3 Salem Square — 3:30 to 5 p.m.
