Utica to Purchase New Financial Reporting System; Fire Dept. to Start Hiring
The Utica City Council agreed to approve a new financial reporting system and agreed to allow the fire chief to begin the looking filling two vacant positions.

Council Agrees to Purchase New Financial Reporting System
In order to qualify for more state revenue sharing, the Utica City Council has agreed to purchase a one-year subscription of Munetrix.
Munetrix is a Cloud-based financial reporting system that is used by many Michigan municipalities, such as Macomb County.

The one-year subscription will cost the city about $1,600.
When Mayor Pro Tem Russell Barthelmeh asked if it was in the city’s budget, Utica Mayor Jaqueline Noonan said “no, but we’ll make room for it because it’s that important.“

At the next meeting, it will be discussed where the money will be taken out of the budget.
By agreeing to buy a subscription, Utica will qualify for the Economic Vitality Incentive Program (EVIP).
St. Lawrence Makes Temporary Requests For Annual Apple Fest
There was a public hearing about St. Lawrence Parish’s request to build a temporary structure on the church’s ground, put up a banner on Auburn Road and to use seven acres in front of the Department of Public Works for overflow parking.
The request is for the 6th Annual St. Lawrence Apple Fest Sept. 9,10 and 11.
The City Council agreed to talk about the parish’s request after speaking with the Downtown Development Authority on Aug. 24 and the Planning Department.
Fire Dept. Given Permission to Start Hiring Process
After two people in the Utica Fire Department resigned, the City Council agreed to give the fire chief the go-ahead to begin the hiring process.
City Agrees To Resume BS&A Internet Charges
Utica approved the Treasurer’s request to renew BS&A’s $4,500 fee for one year. The fee was already included in the city’s budget.
City Approves SEMCOG Annual Membership
Utica will pay more than $700 to renew its yearly Southeast Michigan Council of Government annual membership.
Mayor Noonan said the SEMCOG’s insight is invaluable.
Council Approves Clerk’s Request to Use MML Record Retentions
The Utica clerk request to allow the City Council to use the MML record retention system at any time was approved.
By approving the clerk’s request, it will allow departments to use the most current schedule that’s online at any time.
Halloween Bazaar Will Open inside of the Former Border’s Books Store
The Utica City Council has agreed to allow Halloween Bazaar to open its operation at 45290 Utica Park Blvd, the site of the former Borders Books.
Halloween Bazaar has asked the council to put up an “Open Soon” sign on the side of the building, a “Grand Opening” sign off Hall Road and Halloween inflatable.
The council approved the storeowner’s requests, but denied the inflatable balloon because it violated the city’s no secondary sign on a mixed usage area.
Halloween Bazaar is expected to open on Sept. 1.
