Lacey Police Charge Two Berkeley Residents With Prescription Fraud
Police still searching for a third person is believed to be involved, police chief says

LACEY TOWNSHIP, NJ - Lacey detectives have charged two Bayville residents with stealing prescription blanks and using them to obtain Adderall prescriptions, Police Chief Michael C. DiBella said.
Christopher Foster, 35, was caught on surveillance video trying to fill altered prescriptions in pharmacies in Lacey, Toms River and Waretown pharmacies. He was arrested on Oct. 24 and charged with obtaining a controlled dangerous substance by fraud and conspiracy, the chief said.
Brian Zartarian, 43, Bayville, was also charged with conspiracy for providing transportation and allowing Foster to use his identification. Detectives are also searching for a third person believed to be involved, the chief said.

The arrests came at the end of a two-month investigation after Lacey Detective Kymberly Gudgeon found numerous fraudulent prescription blanks from the pharmacies.
"In each case, it appeared the prescriptions were obtained from different doctors, then altered to obtain Adderall," the chief said.

The names on the prescription blanks had also been altered using fictitious names to avoid being identified, he said.
Adderall is a Schedule II amphetamine that affects the central nervous system and is often used to treat ADHD.
Detectives will seek additional indictments against Foster for each offense committee in other jurisdictions, the chief said.
