Former NYCHA Superintendent Gets Prison Term In Bribery Case: Feds

The West Haverstraw resident also must pay thousands in restitution, according to the U.S. Attorney's office.

WEST HAVERSTRAW, NY — A former superintendent for the New York City Housing Authority was sentenced Wednesday to one year and one day in prison for a bribery scheme.

U.S. District Court Judge Lewis J. Liman imposed the sentence on Corey Gilmore, 47, of West Haverstraw.

Gilmore was convicted at trial of bribery and extortion under color of official right.

According to the U.S. Attorney’s office, Gilmore solicited and accepted about $32,000 in bribes from contractors. The bribes were in exchange for awarding repair contracts or approving repair work worth a total of approximately $215,000.

After he serves his sentence, Gilmore will be on supervised release for two years. The judge also ordered Gilmore to pay restitution of $32,000 and forfeit $32,000.

The NYCHA receives more than $1.5 billion in federal funding from the U.S. Department of Housing and Urban Development annually, prosecutors said.

When the NYCHA needs repairs or construction done using outside contractors, there typically is a bidding process to choose a contractor, prosecutors said. However, if the value of a contract is under a certain amount, certain NYCHA staff, including Gilmore, had the authority to hire a contractor of their choosing without soliciting multiple bids.

According to the U.S. Attorney’s office, Gilmore for years demanded and accepted cash bribes, typically about $1,000 each, in exchange for awarding such contracts. Prosecutors said he demanded and accepted a total of about $32,000 in bribes.

Federal law enforcement in February 2024 charged 70 NYCHA employees on various bribery and extortion offenses.

To date, 63 have pleaded guilty, and three, including Gilmore, have been convicted after trial. The cases of four other defendants are pending.
