Sheriff's Department: 2 Charged on Warrants

Arrests in New City, Dutchess County.

Two men have been arrested on court warrants, according to the Rockland County Sheriff's Department.

- David Encarnacion, 29, of Haverstraw was arrested on Monday in New City on a Rockland County Family Court warrant issued on March 8. He is accused of violating a court order by failing to pay child support.

He is accused of failing to pay $5,754.20 to a private party and $1,497.60 to the Rockland County Department of Social Services.

He was arraigned in Family Court and was released pending a Family Court hearing.

- Nelson Llivisupa, 38, of Haverstraw, was arrested April 5 in Beacon in Dutchess County on a Rockland County Court warrant charging him with endangering the welfare of a child and course of sex conduct against a child.

Llivisupa was ordered held in the Rockland County Correctional Facility in New City pending a Rockland County Court hearing.
