Diplomat Flees U.S. After Wash Heights Rape Accusation: Officials

WASHINGTON HEIGHTS, NY — A United Nations diplomat fled to South Sudan amid accusations he raped a woman in her Washington Heights home, Sudan's Ministry of Foreign Affairs confirmed on Thursday.

Charles Dickens Imene Oliha, 46, stands accused of pushing his way into the Wadsworth Terrace apartment of a 24-year-old woman and raping her Sunday, police sources told the Daily News.

The woman was walking her neighbor's dog, when Oliha approached, said he wanted to come up to her apartment, then followed when she told him no, the Daily News' sources said.

Oliha was taken into police custody but released when the NYPD discovered the emissary was protected from U.S. laws by diplomatic immunity, reported the New York Post.

South Sudan's Ministry of Foreign Affairs and International Cooperation confirmed in a statement Thursday that Oliha was immediately recalled to the African country and suspended.

“It is with regret that our diplomat was involved in an alleged rape incident with one of New York City residents,” the statement read. “The leadership of the Ministry of Foreign Affairs and International Cooperation took the decision to immediately recall the diplomat in question, pending a full investigation from a specialized committee."

“The diplomat in question is now back in South Sudan and has been suspended from his duties."

The Manhattan District Attorney's Office has not filed charges as of Friday, but said the investigation is ongoing.

If charges were filed in Manhattan, the United States would have to begin an extradition process.
