Fugitive Arrested During Traffic Stop; Drugs, Guns Seized

Mark Goldsby and Marci Harris were arrested Monday after police found guns, drugs, and stolen mail in their car during a traffic stop.

PORTLAND, OR — A Portland police traffic stop Monday night resulted in two arrests — one of which was related to a case that began in early march.

Mark T. Goldsby, 41, and Marci Ann Harris, 37, were taken to Multnomah County Jail on a plethora of varying charges.

  • Goldsby is charged with felon in possession of a firearm, unlawful possession of a firearm, and theft by receiving; additionally, he is being held on a parole violation stemming from a previous conviction for murder. His bail is set at $17,500.
  • Harris is charged with possession of methamphetamine, felon in possession of a firearm, mail theft, and theft by receiving. Her bail is set at $17,500.

According to police, a North Precinct patrol officer stopped Harris and Goldsby just after 10:30 p.m. Monday near the intersection of Northeast 72nd Avenue and Northeast Killingsworth Street. After pulling over Harris' gray Nissan Altima, the officer reportedly learned it was already being sought as part of a mail theft investigation.

Additionally, the officer recognized Goldsby as the suspect in a firearms investigation that began in March.

Goldsby was arrested March 8 after a brief foot chase with officers. It's not entirely clear why officers were chasing Goldsby, but he was ultimately charged with interfering with a police officer.

After Goldsby's arrest and subsequent release from jail, residents living near where the chase occurred reported finding a gun on their property.

Surveillance footage recorded during the chase reportedly showed Goldsby throw something onto the property before he was caught by police.

Knowing this, the officer arrested Goldsby April 16.

Harris was arrested after police searched the Altima and found another gun, mail that police suspect was stolen, and methamphetamine.

The gun officers found in Harris' car was reported stolen in 2006, police said.

Harris' criminal history in Oregon is long and rife with charges for identity theft, robbery, and burglary, assault, giving false information to a police officer, and various drug possessions. Her earliest charge — a contempt of court misdemeanor that was later dismissed — came when she was just 15 years old.

Goldsby was sentenced for murder in 1994, when he was 18; it's unclear when he was released. He shows no other arrests or infractions until March 2018.
