Fugitive Shot By Portland Police At Starbucks Friday Had Fake Gun

Officials say that Ryan Beisely had pointed a fake gun at officers Friday night, adding that he was a fugitive who had escaped Dec. 1.

PORTLAND, OR – Portland Police say that the man shot by officers on Friday night as he terrorized employees at the Starbucks next to Hollywood Fred Meyer, had pointed a gun at them. The gun held by 34-year-old Ryan Beisley turned out to be fake.

Police Chief Danielle Outlaw also announced Monday that the police bureau has finished its internal interviews with the four officers involved.

"I am dedicated to responsible transparency, which protects the integrity of the administrative and criminal investigations in all reviews of Bureau members' use of force," Outlaw said. "Now that the Internal Affairs Division has finished its interviews, the Bureau is able to release this additional information about the investigation."

Once it's completed, the results will be forward to Multnomah County District Attorney Rod Underhill's office.

In the meantime, Beisley remains in Multnomah County Jail where he was transferred on Saturday after being treated for a gunshot wound.

He's being kept in jail for now on a hold placed by the United States Marshals Office.

Officials say that the hold stems from the fact that they say that Beisley had escaped from a halfway house in Seattle on December 1.

Friday's incident was not Beisely's first experience involving law enforcement and a supermarket.

As Patch reported Saturday evening, he has been arrested while robbing a bank in a Fred Meyer.

He also robbed another Fred Meyer-based bank and one located in a Safeway.

As for the events last Friday, police say that officers had arrived the Starbucks by the Hollywood Fred Meyer at 5:06 p.m. after receiving a call that a man – now identified as Beisley – in his 20s was inside, behind the counter, and yelling at employees.

The caller to 911 said that Beisley appeared drunk. There was no report of a weapon being seen.

As police sped to the scene, they were told that the employees had fled into a bathroom and the man was trying to get inside.

Officials say that arriving officers were confronted by Beisley who pulled a gun.

Four officers fired shots, hitting the man twice – once when he was inside the Starbucks and once when he was outside.

Police have not yet said where Beisley was struck.
