Fugitive Shot By Portland Police At Starbucks Friday Identified

Portland Police say Ryan Beisley was shot by officers Friday night at the Starbucks by Hollywood Fred Meyer when he pointed a gun at them.

PORTLAND, OR – Portland Police say that the man shot by officers Friday night is 34-year-old convicted felon. Ryan Joseph Beisley was booked into Multnomah County Jail on Saturday after being treated for the gunshot wound.

Police say that Beisley was federal fugitive but did not elaborate.

Officers had arrived the Starbucks by the Hollywood Fred Meyer at 5:06 p.m. after receiving a call that a man – now identified as Beisley – in his 20s was inside, behind the counter, and yelling at employees.

The caller to 911 said that Beisley appeared drunk. There was no report of a weapon being seen.

As police sped to the scene, they were told that the employees had fled into a bathroom and the man was trying to get inside.

Officials say that arriving officers were confronted by Beisley who pulled a gun.

Four officers fired shots, hitting the man twice – once when he was inside the Starbucks and once when he was outside.

All four officers – Officer Lucas Brostean and Officer Dustin Lauitzon, both two-year-veterans of the Police Bureau; Officer John Sapper, a nine-year-veteran of the bureau; and Officer John Shadron, a 19-year-veteran of the bureau – are on administrative leave while the investigation takes place.

Beisley appears to be familiar with Fred Meyer stores.

In 2013, he and another man were arrested when they tried to rob a bank inside a Fred Meyer.

Beisley was sentenced to 18 months in prison. He also has convictions on drug and identity theft charges.
