Officers searched the area for suspects involved in the shooting but only found evidence of gunfire.
However, investigators did obtain a description of a car believed to have been involved in the shooting.
Around 12:30 p.m. the following day, April 20, officers spotted the suspect vehicle traveling near Southeast 145th Avenue and Southeast Division Street. The driver of the suspect vehicle also spotted the police, though, and abandoned the car.
Witnesses in the area told police who were searching for the driver that a man matching Skillings' description was also seen in the vehicle.
Skillings was found in the same area and arrested. Police later discovered evidence he was involved in the shooting, authorities said.
Anyone with additional information about the shooting or Skillings is asked to call Portland police Detective Meghan Burkeen at 503-823-2092, or email Meghan.Burkeen@portlandoregon.gov.
