Portland Police Chief's Accused Stalker Jailed After Arrest

Portland Police Chief Danielle Outlaw has an order of protection against Eli Richey. On Tuesday, he was arrested, charged with violating it.

PORTLAND, OR – A self-described "cop watcher" was arrested Tuesday and charged with violating an order of protection that Portland Police Chief Danielle Outlaw had obtained against him. Eli Richey spent the night in jail and was released Wednesday.

The Multnomah County District Attorney's Office had filed a no complaint against Richey so they could continue their investigation.

On Sunday, police say Richey approached Outlaw as she watched the city's Hip Hop Day activities outside of city hall.

Richey is not permitted to follow her or shoot video of her and post it.

Last December, Outlaw obtained the order of protection against Richey whom she said had engaged in "reckless, repeated unwanted contact" with her.

Outlaw had said that one of those incidents involved Richey following her to a supermarket garage and filming her personal car and license plate.

While Richey has said that he should be allowed to shoot video of her while she is in uniform and on duty, she appeared to be in civilian clothes and off duty.
