Portland Police Chief's Accused Stalker Pleads Not Guilty

Portland Police Chief Danielle Outlaw has an order of protection against Eli Richey. He is charged with three counts of violating that order

PORTLAND, OR – Last December, Portland Police Chief Danielle Outlaw got an order of protection against Eli Richey, an activist. He had been recording while she was off-duty and even showed up when she was with her family.

Richey was told by the court that he was not to come in contact with Outlaw, was not to approach her, and not to record video of her and/or post video of her online.

On Aug. 26, Outlaw was at City Hall. She was off-duty and enjoying the city's annual hip-hop day celebration when she noticed the 38-year-old Richey standing "very close to her and that the contact made her feel fearful and angry," according to the affidavit filed with his arrest warrant.

Richey was charged with three counts of violating the order of protection, which is a misdemeanor, and ordered held on $7,500 bail.

His lawyer entered a plea of not guilty on his behalf.
