Narragansett Police Log: September 14, 2012

Unless otherwise noted, information about the following incidents was supplied by the Narragansett Police Department. An arrest does not indicate a conviction.

Cumberland Woman Arrested for Armoire Stolen in January

Kathryn E. Draper, 41, of 3311 Mendon Road, Cumberland, was arrested at about 8:56 p.m. on Sept. 14 and charged with issuing a fraudulent check under $1,000 in value.

According to police, in January they received a complaint from a Narragansett woman about a stolen armoire. The woman told police that the buyer – Draper – had arranged to purchase the armoire via Craigslist, but the check she had issued bounced.

Police noted that they made multiple attempts to contact Draper, as did the seller of the armoire, but Draper never contacted them back. Police and the victim also noted that a picture of the same armoire was now on Craigslist again, as it appeared that Draper was attempting to sell it with a price markup.

According to police, the seller sent Draper a certified letter, which was returned to sender because of a bad address. As a result, a warrant was issued for Draper’s arrest in March.

Narragansett police said that on Sept. 14, Woonsocket police arrested Draper. She was transported to Narragansett Police Headquarters for processing at about 3:50 p.m. Police noted that she was treated for anxiety attacks twice, once by EMS and once at South County Hospital, while in their custody.

Draper was scheduled for arraignment on Sept. 25 for the Narragansett police charge.

She is also scheduled for arraignment on Nov. 16 in Sixth Division District Court for a Woonsocket police charge of felony drug possession. According to online records, she has three previous felony arrests:

• In July, Draper pleaded no contest to Cumberland police charges of fraudulent usage of credit cards. She was ordered to pay restitution, and to serve three years probation and a three-year suspended sentence.
• In January 2009, Draper pleaded no contest to a Woonsocket police charge of fraudulent usage of a credit card. She was ordered to pay restitution, and to serve a year of probation and a year-long suspended sentence.
• In September 2006, Draper pleaded no contest to two Smithfield police charges of obtaining money under false pretenses. She was ordered to pay restitution, and to serve a year of probation. In return for her plea, a felony charge of fraudulent usage of a credit card was dismissed.

Loud Party Leads to Six Alcohol Citations

At about 10:15 p.m. on Sept. 14, police received a report of a loud party at 59 Jamestown Boulevard.

Police said about 100 people were at the party, and the backyard was strewn with boxes, bottles and plastic cups, which the renters were cleaning up. Police said the tenants were respectful and cleared the party quickly.

However, police said that while clearing the scene, they cited two minors for possession of alcohol.

According to police, an officer noted URI student Chloe Fallon Crane, 20, of 75 Sand Hill Cove Road, Narragansett, with a bottle of Cupcake Pinot Grigio wine. A background check confirmed she was underage, and she was cited for possession of alcohol by a minor.

Another officer noted URI student Daniel J. Frankel, 20, of 47 Glendale Road, Narragansett, with a red Solo cup full of beer. A background check confirmed he was not 21, and he was also cited for possession of alcohol by a minor.

Based on those two citations, police cited the four tenants with violating the social host ordinance. The tenants were identified as URI students and 20-year-olds Matthew J. Seuffert, Peter A. Calamia, Matthew Weiner and James W. Hatton.

Narragansett Man Charged With License, Alcohol Violations

Justin D. Pinheiro, 20, of 15 Buttonbush Trail, Narragansett, was arrested at about 9:16 p.m. on Sept. 14 and charged with driving with a suspended license, and cited for transportation of alcohol by a minor.

According to police, an officer traveling on Point Judith Road near St. Mary’s Church noted a car with a defective rear plate light. A traffic stop was made on Greenbrier Road.

Police noted that a rear passenger in the car had an 18-pack of Pabst Blue Ribbon beer. A background check confirmed that Pinheiro wasn’t 21.

Police said that Pinheiro’s license was suspended in April 2011 after he did not complete driver retraining stemming from a chemical test refusal in November 2010. Pinheiro is also scheduled to appear in Washington County Superior Court on Oct. 3, for a trial calendar call stemming from North Kingstown police charges of third degree sexual assault.

According to police, Pinheiro was arrested without incident. He was processed and then released at about 10 p.m.

URI Student Cited for Transportation of Alcohol by a Minor

Brianna E. Lindsay, 18, of 73 Lake St., South Kingstown, was cited at about 8:39 p.m. on Sept. 14 and charged with transportation of alcohol by a minor.

According to police, an officer driving behind Lindsay’s car on Boston Neck Road near Old Pine Road noted that it had a faulty brake light. A traffic stop was made in the 900-section of Boston Neck Road as a result.

Police said that during the traffic stop, a six-pack of Budweiser could be seen on the rear passenger floorboard. A background check confirmed that Lindsay was under 21, and she also told police that there was more alcohol in the trunk.

Lindsay was cited for the violation. Police confiscated the Budweiser, along with a 30-rack of Bud Light beer and a bottle of Southern Comfort.
