Police said Bouchard smelled of alcohol, and could not locate his insurance card. Police also noted that Bouchard ketchup and mustard on his face. Police said Bouchard told them that he was eating a hot dog before police pulled him over, which is why he had the condiments on his face.

According to police, Bouchard consented to field sobriety tests, which he allegedly failed. He was arrested and transferred to police headquarters.

Police said at headquarters, Bouchard refused to submit to a chemical breath test, and he was cited for this as well. He was processed and then released at about 11 a.m.

Three URI Students Cited After Police Break-Up Newport Lane Party

At about 12:25 a.m. on Sept. 3, police received a report of a loud party at 25 Newport Lane.

According to police, about 100 to 120 people were at the party, with 12 cars illegally parked in the area. Police noted that the tenants had no control over the party, which took more than 30 minutes to clear, and bottles were littered in the streets and surrounding yards as a result.

Police said that while clearing the party, URI student Taylor M. Kelly, 20, of 30 Glendale Road, Narragansett, attempted to leave with a 12-ounce can of Budweiser. She was cited for underage possession of alcohol and allowed to leave the scene on foot.

According to police, both of the tenants – Dillon P. Savitzky and Connor P. Abert, both 19 – were cited for social host law violations. Police said both are University of Rhode Island students.
