Narragansett Police Log: September 6, 7, 8 and 9, 2012

Unless otherwise noted, information about the following incidents was supplied by the Narragansett Police Department. An arrest does not indicate a conviction.

Warwick Man Charged With Drunken Driving

Dean E. Silva, 21, of 29 Montana Ave., Warwick, was arrested at about 1:19 a.m. on Sept. 9 and charged with drunken driving.

According to police, an officer traveling on Point Judith Road near Maplehurst Drive clocked a car at 72 miles per hour in a 45 mile per hour zone. A traffic stop was made on Mariner Square.

Police noted that the driver – Silva – was wearing red nail polish and black eye shadow. When asked about his appearance, he told police, “When I passed out, I mean fell asleep, my friends did it.”

According to police, Silva smelled strongly of alcohol, and police also noted a pipe in his glove compartment. They also noticed that his pants were wet – Silva allegedly told police, “I may have peed in them when I was passed out.”

Police asked him to submit to field sobriety tests, which they said he failed. At headquarters, Silva consented to chemical tests, which revealed a blood alcohol level of .170 at about 1:58 a.m. and .170 at about 2 a.m.

Johnson and Wales Student Charged With Disorderly Conduct

James M. Cannon, 20, of 21 Old Mischnock Highway, Coventry, was arrested at about 3:43 a.m. on Sept. 9 and charged with disorderly conduct. Police said Cannon is a student at Johnson and Wales.

According to police, at about 2:46 a.m. they received a report of men fighting outside of 25 Aroostook Trail. Police said they spoke to Cannon and two other people first. Cannon told police that he was upset because someone inside the house had thrown his keys, and he couldn’t leave.

Police said that inside the house, three women were crying, and told police that Cannon had shown up uninvited and swore repeatedly at them. Two of the women told police that Cannon had pushed and hit them, but they did not want to press charges.

Another man at the residence told police that he went outside in an attempt to calm down Cannon. The man told police that Cannon instead grabbed a pipe, but then threw it away, and then went toward his truck and said he was going to get his gun.

Police noted that despite Cannon insisting that his keys were taken and thrown somewhere, they found them clearly in the middle of the street, consistent with the witness’ claim that Cannon had just dropped them.

When asked about this, police said that Cannon then claimed to have been punched in the face by a person he wouldn’t name. Police noted that Cannon had no visible injuries on his face.

Police said that based on the witness statements, Cannon was arrested and charged with disorderly conduct. Cannon told police that he had not threatened anyone with the pipe, and instead, he had struck himself in the face in order to make the male witness take him seriously.

Cannon was processed and then released later that day.

URI Student Cited for Underage Possession of Alcohol

Paul N. Mulligan, 20, of 120 Sakonnet Boulevard, Apt. #D, Narragansett, was cited at about 12:13 a.m. on Sept. 9 and charged with underage possession of alcohol. Police said Mulligan is a student at the University of Rhode Island

According to police, an officer patrolling on Kingston Lane observed Mulligan walking with a can of Coors Light. A background check confirmed he was only 20, and he was cited for the alcohol.

Jamestown Man Arrested for Warrant

Kurt Goss, 46, of 41 Bell Lane, Jamestown, was arrested at about 6:10 p.m. on Sept. 9. Police said a Fourth Division District Court warrant was out for Goss’ arrest for failing to appear at a court hearing related to a Jamestown police charge of domestic failure to relinquish a telephone.

According to police, they received a call from a friend of Goss’ on Old Boston Neck Road. The friend wanted Goss removed from the property because he was on a “bender.”

Police said a background check of Goss revealed the warrant. He was arrested without incident.

According to police, Goss complained of chest pains at about 8:20 p.m. As a result, he was transported to South County Hospital, treated and then released. He was transported to the ACI at about 10:20 p.m.

Loud Party Cleared on Davisville Lane

At about 11 p.m. on Sept. 9, police received a report of a loud party at 27 Davisville Lane.

According to police, there were about 50 to 60 people at the party, with several cars illegally parked. Police also noted empty beer bottles and plastic cups on the lawn, and loud talking and yelling coming from the residence.

Police said the renter, Madison Vandine, 21, told them, “I could not come into the house.” Police said they didn’t want to enter the residence, and told her to clear the house of people.

According to police, the house was very slow to clear, and the partygoers were loud throughout the neighborhood after leaving. Vandine read and signed the Town Noise Ordinance, police said.
