According to police, an officer observed McGovern’s car traveling at 20 miles per hour in a 25 mile per hour zone, drifting across lanes and swerving on Kingstown Road near Ministerial Road. A traffic stop was made near Blackbird Road.

Police said that when speaking with McGovern, she smelled strongly of perfume and alcohol. When asked why she was swerving, she allegedly told police, “Ugh, well, I was on the phone. Texting someone. That’s why I was swerving.”
