The Portsmouth Town Council reviewed Portsmouth's five-year Capital Improvement Plan in two workshops on Monday and Tuesday night.Â
The town is preparing to borrow funds for some major projects, which includes paving all of Portsmouth's raods, upgrades at Sandy Point Beach and playground improvements.Â

The Capital Improvement Plan also includes a loan program that would help Portsmouth residents pay to upgrade their home spectic systems, reports The Sakonnet Times.Â
