Smithfield Police Charge Man with DUI After Single-Car Crash

Smithfield Police responded to a report of a single car crash at the area of Mountaindale and Sebille Roads June 18 at about 12:48 p.m., ultimately arresting the driver for DUI.

When Patrolman Jon Ricciarelli arrived at the scene, the reporting caller informed Smithfield Police dispatch that the driver of the car was walking toward Old County Road and appeared drunk. Ricciarelli found the man, later identified as Jeffrey Halben, 38, of 13 Penbryn Ave., Smithfield, who acknowledged the vehicle was his, and that he was the driver, according to Ricciarelli's report. 

The car, a four-door blue 1987 Cadillac Deville, had damage to the front passenger side tire and recent damage to the passenger side paneling near the wheel well, according to the patrolman's report. Halben emitted a strong odor of alcohol, displayed severely bloodshot eyes and slurred speech, according to Ricciarelli's report. 

Ricciarelli performed a series of sobriety tests on Halben, who had trouble keeping his balance and lack of smooth pursuit with his eyes. Hablen repeatedly lost his balance during the walk and turn test, eventually refusing to continue the test and refusing any further tests.  He also told Ricciarelli he'd "had a few beers," and hadn't harmed anyone, according to the report.

Ricciarelli arrested Halben, transporting him to Smithfield Police headquarters at 
215 Pleasant View Ave., where he refused to submit to a chemical test. He was charged with driving under the influence of alcohol, blood alcohol content unknown. He was also issued citations for refusing to submit to a chemical test, failure to maintain proper control of his vehicle, and failure to maintain reasonable and prudent speeds. 

Ricciarelli and Patrolman Jason Corser drove Halben to his home. 

Halben's case is being heard in Third District Court, where it was continued for further hearing today.
