
Fairfax City Police arrested three men and charged them with working at an elderly man's home in December without a business license or soliciting permit.
Johnny Neal Deane, 28, and Kenneth Barker Dillon, 29, both of Culpeper; and Michael Joseph Bailey, 26, of Brandy Station, told the man that one of his trees was in danger of falling.
None of them were licensed or trained as an arborist, according to police. An investigation began in December. Police called the incident the "Woodchuck case."

Dillan was arrested on Feb. 3 and released on a $5,000 unsecured bond. Deane had an outstanding warrant from Culpeper County. He was arrested on Feb. 23 and held at the Fairfax County Adult Detention Center. Police arrested and held Bailey on the same day.
