Multiple Indecent Exposure Cases Involving Children Linked To One Suspect, Police Say
An anonymous tip linked a 57-year-old Fairfax man to a string of indecent exposure incidents dating back to 2015, authorities say.

FAIRFAX, VA — An anonymous tip led investigators to charged a 57-year-old Fairfax man in a string of indecent exposure incidents involving children dating back to 2015, according to authorities.
The tip was in response to a release posted in April by Fairfax County Police seeking the public’s help in identifying a man who exposed himself on March 30 near the 4600 block of Stonecroft Boulevard in Chantilly.
At that time, investigators believed the same suspect was responsible for two similar incidents that took place on April 29, 2023, and April 24, 2025, in the same area, according to police.

The tip helped detectives identify Arthur Mobley of Fairfax as the suspect responsible for the three exposures in Chantilly, according to police. Investigators also linked Mobley to another indecent exposure that occurred in the 9500 block of Courthouse Road in Vienna.
Investigators arrested Mobley and charged him with obscene sexual display and five counts of indecent liberties with a child under the age of 15. He was taken to the Fairfax County Adult Detention Center and held without bond, according to police.

On Monday and Tuesday, Mobley was arraigned in Fairfax County Juvenile and Domestic Relations Court on five separate charges of taking indecent liberties with a child under 15, according to court documents.
These charges stem from two incidents that occurred on Oct. 1, 2015, and April 24, 2024, as well as three incidents on Feb. 15, 2023.
The charges are considered Class 5 felonies and each carry potential penalties of one to 10 years in prison.
Mobley is due back in Fairfax County Juvenile and Domestic Relations Court on Aug. 22 for a preliminary hearing on the charges, according to court documents.
Mobley was also arraigned on May 1 in Fairfax County General District Court on a charge of simulated masturbation in connection to an incident that occurred on March 30, according to court documents.
A preliminary hearing in that case is set for June 4, when Mobley will face the Class 1 misdemeanor charge, which carries a potential penalty of up to one year in jail and/or a fine of up to $2,500, according to the Code of Virginia.
