18 Violations, Encrusted Dirt: See Manassas Restaurant Inspections

Prince William County health inspectors found as many as 18 violations during recent restaurant inspections.

MANASSAS, VA — Some restaurants in the Manassas area recorded violations during recent health department inspections so far in April.

Health inspectors conduct most restaurant and other health inspections in person. However, some visits, such as those for training purposes, can be conducted virtually. Violations typically focus on factors that can contribute to food contamination. The local health department can also perform a re-inspection to ensure that possible violations have been corrected.

For every observed violation, the inspector provides a specific corrective action that can be completed to rectify the violation. Sometimes these are simple, and violations can be corrected during the course of the inspection. Other violations are addressed later, and an inspector may conduct a follow-up inspection to ensure compliance.

Here are the most recent inspections from the Manassas and western Prince William County area, according to the Prince William Health District. Of note, health inspectors found encrusted dirt buildup in multiple places at Papa John's Pizza and Pizza Hut locations. The most violations were 18 at Tipicos Dona Milagros, which included utensils and equipment not properly washed and sanitized, undated foods, and foods cold holding at improper temperatures.

Violations: No violations found. This mobile food unit is approved for operation. Complete the Employee Health documents for all food employees working on the mobile food unit and keep them on the mobile food unit. Remember sponges can not be used on the mobile food unit. Even though there is air conditioning on the mobile food unit, obtain a screen/curtain for the back door which allows the door to open for ventilation.

  • No sanitizer (chlorine) detected in the sanitizer basin of the 3-compartment sink. Equipment and utensils were not sanitized after washed and rinsed.
  • Portioned bagged shrimps and pico de a gallo at 44°F in the reach in cooler (top). The food was previously relocated from the walk-in cooler (less than 4 hours). The deeper lower shrimp's bags temp was 35°F).
  • Chicken broth, pork and chicken previously cooked and stored in the walk-in cooler were not date marked for disposition.
  • Frozen chicken nuggets bag and multiple containers of cooked chicken, beef and pork not covered in the walk-in freezer.
  • The employee toilet room door which opens to the kitchen does not have a self-closing device.

  • Several cold holding units were missing an ambient air thermometer.
  • There were several bulk containers of food items that did not have the name of the food/ingredient to properly identify the item inside.
  • Several doors to cold holding equipment were no longer tight fitting to ensure that doors properly closed to keep food safe and at proper temperature.
  • The handle to the turbo air sandwich prep cooler was missing/broken, a 2 door prep cooler was in a state of disrepair, 1 door prep cooler was also in a state of disrepair.
  • The person in charge was unable to provide chemical test strips to measure the concentration of the chemical sanitizer solution.
  • In the restroom used by females did not have a trash can with a lid.
  • Several of the light fixtures in the facility were missing the cover to protect food they are above.

  • Observed the food employee turned off the faucet with their hands.
  • Observed an unlabeled blue bulk bin container on the shelf underneath the waffle makers near the cookline in the kitchen. Observed unlabeled white containers of sugar and powdered sugar stored on the dry storage shelf near the walk in cooler in the kitchen.
  • Observed frayed fryer baskets stored in fryers on the cookline in the kitchen. Observed a cracked plastic lid on the white bulk bin container or sugar on the dry storage shelf in the kitchen.
  • Observed drain plugs missing at the 3 compartment sink in the kitchen.

Bella Vita: 9675 Liberia Ave, Suite #109 Manassas, VA 20110

Violations:

  • The following food item(s) were observed cold holding at improper temperatures using a calibrated food temperature measuring device: spaghetti and penne pasta on top of the Turbo Air prep refrigerator #1 at 44 & 52 degrees F, respectively ; 2% milk in the walk-in cooler at 44 degrees F.
  • The disclosure on the catering menu is incomplete as Spaghetti Carbonara is not marked with an asterisk (*) but contains confit egg yolk which is partially cooked.
  • Medicines for employees' use were stored in a closed container above the handwashing sink in the warewashing area. Some medicines were located on top of the provided container, not within it.
  • Milk crates, on the shelving in between the walk-in cooler and walk-in freezer, were observed to be used to store foods in.
  • Observed that wooden plates are still used as the serving dish for breads (those for steaks were removed).
  • The red Hobart mixer stand is in disrepair with the paint peeling. It is no longer easily cleanable. It is also visibly unclean with an accumulation of food debris and soil.
  • Cardboard and/or foil being used to line shelving throughout kitchen (but removed from the walk-in cooler); a wooden/carpet covered cart in the walk-in cooler as a dunnage rack and another is used to store the huge pot of sauce on, after cooking.
  • Pepsi upright glass front display refrigerator designed for use with sodas only is being used to store Time/Temperature Control for Safety (TCS) foods.

  • This food establishment is serving ceviche with raw fish (tilapia) without a written statement from supplier that the fish are frozen to time and temperature to destroy parasites.

  • Cutting boards and other food contact equipment and utensils were not properly washed rinsed and sanitized.
  • Big container of rice cooked yesterday (4/06/2025) in the walk-in cooler internal temperature of 52°F, 48°F, 55°F).
  • Container of pupusas tomato salsa in the steam table at 116°F (since the morning).
  • Macaroni salad (front area), raw shell eggs (top of prep unit), (cabbage + carrots + vinegar mix) front area cold hold at improper temperatures, range (60°F to °F 64), since this morning at this location.
  • Multiple food, in the walk-in cooler, prepared more than two days were not date marked. Tamales, beef, macaroni salad, pupusas salsa, cabbage/carrots/ vinegar mix and re-fried beans.
  • A chemical spray bottle stored next to the atol (corn hot drink) holding units.
  • Bulk container of white powder food not labeled.
  • Containers of macaroni salas, cabbage carrots and vinegar mix, refried beans and pupusas salsa in the hot holding area not covered. Containers of rice, beans, beef, and salsa in the walk-in cooler not covered.
  • Big plastic containers of mayonnaise (manufacture containers) are been recused to store other types of food.
  • There is not a chlorine sanitizer solution monitoring testing strips.

  • Observed a pipe leaking underneath the handwashing sink near the 3 compartment sink in the kitchen.
  • Observed broken tiles near the back entrance in the kitchen. The toilet room door was observed in a state of disrepair and damaged.

  • Observed the food employee does not know how to wash, rinse, and sanitize the food thermometer.
  • Observed a food employee wearing jewelry on her arms and hands while preparing food.
  • Observed a cracked plastic measuring cup stored on the dish shelf in the dish washing area in the kitchen.
  • Observed the exterior of the dish machine with encrusted dirt build up in the dishwashing area in the kitchen. Observed the shelved with encrusted dirt build up above the 3 compartment sink in the kitchen.
