Turner did not disclose when he purchased the ticket or played the game, California Lottery spokesperson Greg Parashak told Patch.

"Since Scratchers aren't printed from a gaming system like our draw games, for instance, Powerball, Mega Millions, and SuperLotto Plus, we are not able to track the date of the sale of the tickets," he said. "We also don't know how long a player may wait to play after purchasing Scratchers tickets. Even once someone comes forward, the California Lottery spends time verifying the win and the winner."

Turner was one of seven recent Scratchers winners across the Golden State who won a combined total of more than $27 million, according to the California Lottery. The biggest winner was Steve Love, who won $10 million on a "California 200X" Scratchers ticket sold at a Shell station in Moreno Valley in Riverside County.
