The family of an 18-year-old, who died after becoming trapped in a Pleasant Hill Apartment complex garage, filed a wrongful death lawsuit.
The crash was reported at 8:14 a.m. on the Monument Boulevard off-ramp from northbound Highway 680.
The motorist was arrested on suspicion of driving under the influence, police said.
Two people were transported to hospitals for treatment while the others were released at the scene.
